Is Social Media being lost to the PR industry?

Many people in the PR industry swear that Social Media is a function of PR, and that PR deserves to own it. With a background in crafting articles and quotes, PR has a strong case for owning Social Media. But I would like to expand the conversation and redefine what many of these PR pros think Social Media is.
